Services Prices

    Any person who needs a service from Gaza Municipality (water, electricity and sewage subscriptions, trade licenses, building licenses) goes to the section of public services. This section receives the people and does whatever is required from the other sections of the municipality without the people going there. The section transfers the applications to the section of licensing and building control. Thus, the procedures of inspecting the building, for which the service is needed, starts.

1- Water Fees

2- Sewage Fees

(until the end of 1998 according to the decision of the Mayor).

4- Fees of Construction Licenses

A. Licensing Fees:

1. Residential building; 8 NIS for each square meter, in addition to 20% as security deposit reimbursed after work is completed, plus 50 shekels for sewage network deposit reimbursed with the security deposit.

2. Commercial Building; 12 NIS for each square meter, in addition to 20% security deposit reimbursed after work is completed. When the height is more than what is permitted by the planning regulations, the extra height is defined and the decisions of the planning committee for additional fees are applied.

B. System Application

Unparceled plots of land. US $5 for each square meter of the building area, in addition to US$2 or US$4 for each square meter of the whole land as developmental fees, according to the location of the piece of land. This money is considered temporary deposit reimbursed when the plots are planned after the necessary financial settlement is reached.

5- Steps and Conditions of Obtaining Construction Licenses

One of the necessities and first priorities of the citizens is to obtain a construction license. Following are the required steps and documents:

  1. A document which proves ownership and succession of contracts;
  2. An updated plot location documents
  3. Complete construction plans signed by the engineering syndicate;
  4. A supervision contract from an engineer or on engineering office;
  5. The trade license of designing engineering office.

    When all the above mentioned documents are brought, they are checked to find out if they conform with the specifications of the applied laws and regulations. Then, the location is inspected. After the procedures of inspection and checking are completed, the application is presented to the technical committee for opinion. Following that, it is presented to the local planning committee to take the appropriate decision. After the decisions issued by the local planning committee are documented, the value of the required fees is calculated,. When the fees are paid, a permit for construction is issued. Following the completion of the building under the conditions and specifications required, the final license is issued. Insurance fees are reimbursed, after the completion of the building and removing all the remains.

Gaza city is divided into areas in relation to planning as follows:

1- Area B:
Building should be 3 meters away from the street and 2 meters away from the other sides; the percentage of the building is 60%, on condition that the area of the piece of land is 250 square meters at least. It is allowed to build 5 floors including the ground floor.

2- Area C:
Building should be 2 meters away from the streets and 1 meter away from the sides; the percentage of the building should not exceed 80% on condition that the area of the piece of land is 250 square meters at least. It is allowed to build 5 floors including the ground floor.

3- The Area of High Rise Buildings (towers):
High rise building areas are the axes which extend from the east to the west and overlook streets which are not less than 20 meters wide. The percentage of the building is no more than 50% and the area of the piece of land should be 1,000 square meters at least.

4- The Touristic Area:
The tourist area is the area of 400 meters to the east of the coast line. A detailed plan for this area is under preparation.

Notes:

  • Any citizen who submits all the documents necessary for a building license is not permitted to start building unless he receives a written permit. The submission of the documents and plans is not considered a permit for building.

  • Any citizen interested in buying a piece of land should go to the urban planning department to ask about the possibility of licensing and to make sure that the piece of land does not violate laws and regulations, and local or proposed streets in order to facilitate obtaining a building license after purchasing the land.

  • Any person interested in buying or renting a flat in high rise buildings should go to the municipality to ask about the license of the building so that the services needed are not delayed.

6- Emergency Works

The municipality has an emergency team in the garage; the sections of roads and sewage draining participate in this team. A number of technicians and laborers work in this team and it has the necessary vehicles including:

  1. Excavators
  2. Graders
  3. Sewage suction cars
  4. Trucks
  5. Cranes
  6. Pumps

The degree of readiness of the emergency team increases during the rainy season and continues for 24 hours a day. The sections of water and lighting work in shifts for 24 hours a day all through the year.

7- The Budget of the Municipality for 1998
