PUBLIC INSTITUTIONS

The Rocard-Siegman Report and the Palestinian Response

          On June 28^th, 1999, the Council on Foreign Relations (CFR) released a report of the Council sponsored Independent Task Force (ITF), "Strengthening Palestinian Public Institutions", chaired by Michel Rocard and directed by Henry Siegman.

           On August 11^th, 1999, President Yasser Arafat issued a decree to initiate a process of "administrative reform", taking specifically into account the CFR report, and establishing, to this effect, the Higher National Committee for Institutional Development (HNCID).

On November 3^rd, 1999, a joint meeting of the FCR-ITF and the HNCID took place in Brussels, where the following Palestinian Position Paper was presented.
