Decree
The Chairman of the Executive Committee of the Palestine Liberation
Organization
The President of the Palestinian NationalAuthority
Based on the Authorities endowed on him and based on requirements
of
National Interest
The following has been decreed
1- The formation of a Committee on Strengthening the Palestinian Public Institutions consisting of:

| *Mr. Mohamed Al Naser | member |
| *Mr. Jamal Alshobaki | member |
| *Dr. Mohamed Alsamhouri | coordinator |
| *Freih Abu Middein | member |
| *Munther Salah | member |
The committee shall be in charge of following up reports related to strengthening the Palestinian public institutions that are issued by various national and international bodies, in particular, the Task Force Report (Rocard and Siegman). The committee shall also be responsible for taking any procedural measures needed for strengthening the Palestinian institutions and shall present them to the Cabinet of Ministers for approval.
2- The above-mentioned committee may benefit from the services of any specialized expert in the area of public administration
3- This decree is valid from August 11' 1999 and all parties involved should be informed about it.
