Re: Letter to Paltel
Dear Board,
                Is this O.K.

Dear Dr. Abdel Rahman Omar
Advisor to the Board of Directors
Palestine Telecommunications Co. P.L.C

We thank you for your patience as we built consensus within PITA
on the positive, new approach, of PITA to our long standing Internet
Strategy that now is moving into its second year.  We sincerely
believe that with this new PALTEL attitude we can reach an
equitable joint approach to advancing the Internet industry in
Palestine.  We consciously do not use the words setting policy to
this regard since that is the role of the Ministry of Post and
Telecommunications.

To recap where we stand.  PITA has submitted to you our strategy
for cooperation.  Your positive initial comments to this strategy has
created a very upbeat momentum within PITA.  However, it is
premature that we act on you email comments alone.

It has been previously stated from multiple senior PALTEL sources
that PALTEL engaged in an in-depth Internet plan.  This makes
perfect sense since PALTEL has already made a significant
investment in this direction.  Given investment has already
occurred we assume that PALTEL, and the foreign consultants that
worked with them for this issue (and which we met at Jawwal
offices) have presented a plan of action that represent PALTEL
views on this issue.  We recall that PALTEL Board member Laith
Masri stated this was being done when he visited with a few of our
members many months ago.

This being the case, we feel it is our right to ask for PALTEL's
strategy to be submitted, in writing, for PITA
comment/suggestions/consideration.  Then, when we know each
others views we will be able to join them into a win-win strategy
beneficial not only to ISPs and Paltel but to the IT community in
general.

We anxiously await your prompt reply.

Sincerely,

------------------------------
