What ISPs want ( just a draft)
This is a draft by Mohammad Younes and I added to it some points, this is a general idea about what we want as ISPs, some of us might want more some less.

The following are some ideas that I would like to see them in the agreement with PALTEL in addition to what you have done .
A. services :
1- Since PALLET will be the only Back Bone supplier for ISP's ,then Paltel should provide
- Full Technical support for 24H , 7 days a week for the Internet services.
- Full Technical support for 24H , 7 days a week for the data communications services.
2- Quality Of Back Bone service :
Paltel should guarantee the quality of Back Bone services provided to ISP's including
- Multi-links to the Internet Backbone ( In-out )
- Quality of speed .
- Up time not less than 99% .
3- ISPs should have the right to maintain a backup link in case of emergency
4- All of us -including Paltel- know that the current level of service is way below satisfactory

B. Pricing :
- Paltel agrees to provide Internet access to the Back Bone for ISP's in low prices that will be competitive to other providers
prices in our region ,
- PALTEL agrees to reconsider the Installation prices for Internet ,Data and E1 lines . slash prices by half to start with, there is no sense for ISP to pay almost $2000 for pair of copper ( E1) when ISPs provide all the hardware.
- For the benefit of both parties , Paltel should reconsider prices for dial-up telephony , so it should become one unified price for the day and night , besides to that , the same should apply for calls in the same district area .  In other words we as ISPs would like to see the charge for Internet access is 1 ILS  regardless what time you call and where you call from.
- Paltel agrees to refund ISP's a percentage from income generated by dial users.
- Paltel agrees to work on special deals for the ISP's as corporate accounts and work on joint marketing programs.

C. Management :
It is recommended that Paltel will assign account manager for each ISP , to follow up with the ISP all related issues including
payments , installations , upgrades , marketing issues ......... .
D. Marketing :
- Both parties agrees to Carry ( general ) public awareness campaigns to increase the number of Internet users with out the interference with any ISP business .
- Each ISP is free to carry out its own marketing campaign on its own expense.
E. General :
Paltel agrees to :
- As protection to current ISP's investments , there should be a minimum requirements for ISPs i.e. not to sell any ISP ( exiting or new ) the Internet backbone less than 512k dedicated.
- To stop selling any Internet access to end user ( END USER = ANYTHING THAT IS NOT AN ISP) activity ,and to release all current accounts connected to PALTEL.
ISP's :
Agrees to :
- Buy all services from PALTEL.
- Not to operate or facilitate VOIP as a gateway to originate or terminate PHONE TO PHONE SERVICES. ISPs can't and will not interfere with PC to PC or PC to phone services such as msn messenger.
- Maximize numbers of Internet users and corporate accounts. Again this is a joint issue, the burden should not be on ISPs alone.
