in short, the way I see it:

- the members mailing list is just for members, its a previlage.

- we need to create a mailing list of interested parties...a newsletter 
type thing, that pass info to it periodically, on this list will will have 
prospect members, interested individuals & institutions.

- Still, it does not hurt if we provide a list serv for special interest 
groups around IT subjects.
