1997 Performance up to the Fourth Quarter

During the November 1996 World Bank Consultative Group meeting held in Paris, donors reiterated their support to the West Bank & Gaza by announcing their intention to commit US$ 880 million in 1997. Commitments to date for 1997 amount to US$ 627 million, while disbursements amount to US$ 432 million.

Individual Sector Profile:

Total commitments and disbursements for 1997 are distributed along the following sectors; Agriculture, Democracy Development, Detainees/Returnees, Education, Energy, Environment, Health, Housing, Human Rights and Civil Society, Humanitarian Aid, Industrial Development, Institution Building, Legal Affairs, Multiple Sectors, Police, Private Sector Development, Solid Waste, Telecommunications, Tourism & Cultural Resources, Transportation, Water & Sanitation, and Women.

Distinctly as the chart reflects major commitments fell under the following sectors, $86 million for Multiple Sectors, $77 million for Education, $71 for Institution Building, $69 million for water and Sanitation. $67 million for Private Sector Development

Individual Category Profile

In regards to Donors’ total 1997 commitments and Disbursements for the individual category profile, donor commitments were US$259 million (41%) for public investment projects; US$60 million (10%) for private sector support; US$57 million (9%) for transitional & budgetary support; US$18 million (3%) for in kind aid; US$163 million (26%) for technical assistance support; US$18 million (3%) for equipment supply; US$5 million (.5%) for employment generation; and US$47 million (7%) for various categories.

Donor disbursements for 1997 total to US$432 million through the first, second, and third quarter of the year. Notably, disbursements made as far as December 1997 include disbursements against ongoing projects committed to in previous years. The breakdown of 1997 disbursements to date is: US$206 million (48%) for public investment projects; US$28million (6%) for private sector support; US$56 million (13%) for transitional & budgetary support; US$12 million (3%) for in kind aid; US$84 million (19%) for technical assistance activities; US$15 million (3%) for equipment supply; US$5 million (1%) for employment generation; and US$27 million (6%) for various categories.

Chart 4 represents 1997 disbursements in the various categories up until the second quarter.

 

Donors Assistance to the Palestinian Authority and NGO’s

Donors 1997 total commitments and disbursements to the Palestinian Authority and NGOs can be summarized in chart 5. While commitments and disbursements to the Palestinian Authority amount to $US 627 million and $US432 million respectively, an amount of $US 52 million is committed for NGO’s, and accordingly $US 43 million is disbursed.

1994-1997 Performance

Donors total Commitment and Disbursements for the executive years 1994-1997 were as follows: Donors committed $US 845 million and disbursed $US 551 million for 1994, committed $US 615 million and disbursed $US 430 million for 1995; committed $US 842 million and disbursed $US 549 million for 1996, and Committed $US 627 million and Disbursed 432 for 1997. Notably, Although Donors commitments and disbursements were higher in 1994 and 1996, a consistency in the levels of assistance is manifested through out the last four consecutive years.

Chart 6 shows total commitments and disbursements for each of the executive years 1994-1997 analyzed in this quarterly report.

 

Individual Sector Profile

Following the Oslo Agreement in late 1993, donors have committed for the progressive years 1994-1997 an amount of US$3.04 billion for all individual sectors, and have disbursed the latter funds to the following sectors: Agriculture US$29 million, Democracy Development US$ 62 million, Detainees/Returnees US$47million, Education US$266 million, Energy US$ 34 million, Environment US$7million, Health US$124 million, Housing US$77 million, Human Rights and Civil Society US$25million, Humanitarian Aid US$82 million, Industrial Development US$8million, Institution Building US$139 million, Legal Affairs US$1 million, Multiple Sectors US$600 million, Police US$93 million, Private Sector Development US$58 million, Solid Waste US$14 million, Telecommunications US$2 million, Tourism and Cultural Resources US$ 16 million, Transportation US$42 million, Water and Sanitation US$210 million, Women US$10 million, and US$16 million have been allocated to undefined sectors.

Individual Category profile

The allocation of US$3.04 billion in commitments made for 1993-1997, can be disagregated into numerous categories which include: public investment activities, private sector support, transitional & budgetary support, in kind aid, technical assistance, equipment supply, and employment generation. Of those commitments, US$1.96 billion, that makes (67%) of all commitments has been disbursed along the following lines: US$689 million (35%) for public investment projects; US$505million (25%) for transitional & budgetary support; US$328 million (17%) for technical assistance.

Chart 8 shows 1994-1997 total commitments and disbursements by category.

 

Financing for NGOs

Total donor commitments to Non-Governmental Organizations (NGOs) through out 1994-1997 amounted to US$253 million. Accordingly disagregated as US$21 million (8%) for public investment projects; US$29 million (110%) for transitional & budgetary support; US$98 million (38%) for technical assistance activities.

Of this, US$202 million (79%) in total was disbursed to the NGOs. From these disbursements; US$20million (10%) for public investment; US$26 million (13%) for transitional & budgetary support; and US$77 million (38%) for technical assistance activities.
