Mopic's 1999 first and second Quarterly Monitoring Report
of Donor's assistance

 

1.1 1999 Performance up to the First and the Second Quarter.

During the last Consultative Group meeting, that was held in Washington in November 1998, the international donor community had reaffirmed its support for the Palestinian, by pledging a new amount close to US$ 770 million in grants, loans and equity towards development activities in the West Bank and Gaza in 1999.

The following table shows the changes in commitments and disbursements between, The First and The Second quarter of 1999:

Chart 3 represents 1999disbursements in the various categories for the first & the second quarter.

 1.1.3 Donors’ Assistance to the Palestinian Authority and NGO’s.

The 1999 cumulative commitments to the P.A were 683 million USD, while the 1999 cumulative disbursements to the P.A were 257 million USD. By contrast, the 1999 cumulative commitments to the NGO’s were 10 million USD, while the 1999 cumulative disbursements to the NGO’s were 7.5 million USD.

The 1999 total disbursements up to the end of the first & second quarter were 264.2 million USD. Notably, these included disbursements towards ongoing projects committed to in previous years.

1.2 1994-1999 Performance.

For the 1994-1999 period, total pledges were 4,667million USD, total commitments were 4,414 million USD and total disbursements were 2,649 million USD.

Agriculture:

Includes fishery, forestry, livestock, and agriculture production.

Excludes food Processing

Democracy Development:

Includes legislative development and electoral activities.

Detainees / Returnees:

Includes training and rehabilitation programmes.

Education:

Includes educational programs and their development and support.

Energy:

Includes electrical power related projects.

Environment:

Includes environmental law, policy, and resources.

Excludes solid waste.

Health:

Includes health care and medical equipment.

Housing:

Includes credits, mortgage facility design, and housing projects.

Human Rights & Civil Society:

Includes human rights’ enforcement, and Professional and civil society development.

Includes judicial reform, legal infrastructure development, harmonization of law, legal & regulatory frameworks, and arbitration.

Multiple Sectors:

Includes projects that relate to more than one sector, for example, World Bank ERP, MIDP or EHRP.

Police:

Includes technical assistance, equipment, and budget support for the Palestinian Authority police.

Private Sector Development:

Includes financing for industries, private business, small - scale enterprise development such as those through local banks. Excludes textile development, wood, and handicrafts.

Telecommunications:

Includes telephone systems, Internet system, electronic mail system, and videoconferencing.

Tourism & Cultural Resources:

Includes preservation and renovation of historical sights, and folklore.

Transportation:

Includes harbor, airport, roads, and future train station.

Undefined:

Includes money that is not allocated to a specific sector.

Definitions for some Donation Terms

Commitment:

The total amount allocated to specific uses, usually on the basis of signed agreements, whereby a pledge is realized.

Disbursement:

The total amount transferred from donor sources to the implementing agency or beneficiary.

Pledge:

A general indication of intended funding levels over a certain period, unallocated to any specific project.

 

ANNEX 2

1.5 Definitions of Categories

Donations often support projects that consist of several components such as training, office facilities, and equipment. Usually, the predominant category would be used. For major projects, funding is split into parts of donation with unique categories.

Employment Generation:

Relates to funding allocated to employment generation.

Equipment:

Relates to monetary funding for purchase of equipment

In Kind:

Relates, for example, to funding for housing projects.

Private Sector Support:

Relates to all types of funding for the private sector.

Technical Assistance:

Relates to the provision of foreign experts, and training.

Transitional and Budgetary Support:

Relates to budget support for the PA, Holst Fund contributions or payments.

Various:

Relates to the allocation of money distributed over multiple sectors.
