the Question of East Jerusalem

UN Resolution 242 states that East Jerusalem is part of the Palestinian territories which fell under the Israeli occupation in 1967, therefore, the articles of Geneva Fourth Convention must be applicable until a final solution is reached in accordance with the Final Status Negotiations between the PLO and Israel. If Israel is keen to exhibit compliance with the resolutions of the international legitimacy and the articles of Geneva Fourth convention, then:

The Israeli Government is urged to do the following:

1. Attain equality and justice in the process of demographic distribution. Currently, the housing density is one person per room in Israeli houses, while it reaches about three persons per room in Palestinian houses.

2. Provide housing to poor family and newly wed couples.

3. Equate between newly wed Palestinian couples and their Israeli counterparts with regards to provision of housing and other facilities.

4. Devise a development plan with regards to the issue of social welfare.

The Israeli Ministry of Interior is urged to do the following:

1. Stop revoking the permanent residency rights and withdrawing the identification cards of Palestinian Jerusalemites. Furthermore, the Ministry of Interior is urged to return the identification cards that have been withdrawn up to date to their owners.

2. Stop cancellation of family reunification applications.

3. Issue identification cards to teenagers reaching the age of 16 without further delay.

4. Issue identification cards numbers to newly born Jerusalemite babies, and register them as permanent residents regardless of their place of birth.

5. Cancel the "Center of Life" regulation which was introduced as a means of revolting the Jerusalemites' right of permanent residency in Jerusalem.

Jerusalem Municipality is urged to do the following:

I- Retroactively cancel house demolition orders which were issued because their owners have allegedly failed to obtain building permits.

2- Issue building permits to Palestinian Jerusalemites on land which they have been barred from building on because it was classified as "Green Land". The Palestinians have the right to utilize their land in ways useful to them.

3- Cancel the restrictions to the height of Palestinian construction and the number of floors allowed to be built

4- Reopen all houses that have been closed in accordance with Israeli military orders and the Israeli emergency law.

5- Attaining equality in providing services. money collected from Palestinian Jerusalemites should be spent on the Palestinian neighbourhoods, and the "Arnona Tax" must be re-evaluated.
