Preamble for the 2000 First Quarterly Monitoring Report of Donors' Assistance:

The Ministry of Planning and International Cooperation (MOPIC) compiles and produces these quarterly reports in order to:

• Monitor the level of assistance to Palestinians in the W.B and Gaza.
• Measure donor activity and focus on accomplishments.
• Assess objectively the directions and priorities of development.
• Consolidate the Palestinian Authority’s strategy for donor assistance.
• Contribute indicators for dialogue on international cooperation program.

The procedure currently used by MOPIC for compiling and producing these quarterly reports involves the following basic process:

• Forwarding current donation matrices to respective donors and implementing agencies along with data collection forms.
• Meeting with various donors’ representative offices & implementing agencies for discussion about their respective donation profiles.
• Gathering agreements pertinent to assistance programs for Palestinians in the West Bank and Gaza.
• Updating the Palestinian Aid Coordination System, or (PACS), with data collected from donors and implementing agencies.
• Forwarding the updated matrices to respective donors, implementing agencies, and country desk officers for verification of the new data.
• Conducting objective data analysis and producing illustrative charts to clarify certain trends and sectors’ development.

The accuracy, relevance, and integrity of the data presented in these quarterly reports are positively correlated with the following factors:

• Cooperation from donors and implementing agencies in the provision of data by the deadline, and according to the matrix format set by MOPIC.
• Active involvement of, and constant coordination with, all Desk Officers working at MOPIC.
• Quality control that involves careful application of the PACS, data verification, and text editing.
• Clarity about internationally accepted definitions of commitments, disbursements, and pledges.
• Clarity about international currency exchange rates.
• Establishing a cross-reference to the Palestinian Development Plan.

To further improve the quality of these quarterly reports, MOPIC welcomes your feedback and suggestions.

1.1 1994 - 2000 Performance

1.1.1 PDP Sectors Profiles

In this report, the sectors are divided to four main sectors, which are Infrastructure, Social Sector, Institutional Building and Productive Sectors. Each main sector is divided to many sub sectors.

These steps are according to make a logical links and a harmonization between PDP and Aid Coordination databases.

Total Commitments & Disbursements for the first quarter of 2000 were as it shows in the following table.

1.1.2 Individual Category profiles.

For the 1994-2000 period donors have committed 4,513 million USD to all development categories. The following table shows individual categories with a corresponding cumulative commitment & disbursements figures for the period 1994-2000.

Agriculture:

Includes fishery, forestry, livestock, and agriculture production.

Excludes food Processing

Children & Youth:

Includes Projects that related to children & Youth

Democracy Development:

Includes legislative development and electoral activities.

Detainees / Returnees:

Includes training and rehabilitation programs.

Education:

Includes educational programs and their development and support.

Energy:

Includes electrical power related projects.

Environment:

Includes environmental law, policy, and resources.

Excludes solid waste.

Health:

Includes health care and medical equipment.

Housing:

Includes credits, mortgage facility design, and housing projects.

Human Rights & Civil Society:

Includes human rights’ enforcement, and Professional and civil society development.

Humanitarian Aid:

Includes In kind assistance for humanitarian needs, for example, food and medical aid.

Industrial Development:

Includes textiles, wood, and handicrafts. Excludes financing for industries & private businesses through local banks.

Institution Building:

Includes Institutional support and development, technical assistance (that is exclusive of being a project component), equipment supply, human resource management, and training and institutional scholarships. Excludes projects outside institutions.

Legal Affairs:

Includes judicial reform, legal infrastructure development, harmonization of law, legal & regulatory frameworks, and arbitration.

Multiple Sectors:

Includes projects that relate to more than one sector, for example, World Bank ERP, MIDP or EHRP.

Police:

Includes technical assistance, equipment, and budget support for the Palestinian Authority police.

Private Sector Development:

Includes financing for industries, private business, small - scale enterprise development such as those through local banks. Excludes textile development, wood, and handicrafts.

Telecommunications:

Includes telephone systems, Internet system, electronic mail system, and videoconferencing.

Tourism & Cultural Resources:

Includes preservation and renovation of historical sights, and folklore.

Transportation:

Includes harbor, airport, roads, and future train station.

Undefined:

Includes money that is not allocated to a specific sector.

Water and Sanitation:

Includes projects related to water treatment, supply, and sewerage.

Women:

Includes projects that relate to women and gender awareness development.

Definitions for some Donation Terms

Commitment:

The total amount allocated to specific uses, usually on the basis of signed agreements, whereby a pledge is realized.

Disbursement:

The total amount transferred from donor sources to the implementing agency or beneficiary.

Pledge:

A general indication of intended funding levels over a certain period, unallocated to any specific project.

1.4 Definitions of Categories

Donations often support projects that consist of several components such as training, office facilities, and equipment. Usually, the predominant category would be used. For major projects, funding is split into parts of donation with unique categories.

Employment Generation:

Relates to funding allocated to employment generation.

Equipment:

Relates to monetary funding for purchase of equipment

In Kind:

Relates, for example, to funding for housing projects.

Private Sector Support:

Relates to all types of funding for the private sector.

Technical Assistance:

Relates to the provision of foreign experts, and training.

Transitional and Budgetary Support:

Relates to budget support for the PA, Holst Fund contributions or payments.

Various:

Relates to the allocation of money distributed over multiple sectors.
