Re: PalTel/ISP Draft Working Paper
Deal All,
As an ISP I will take the majority of my services from Paltel ( and I do now - E1s,Leased Lines ,Frame Rely,Internet- 90% almost), however I think I should have the right to keep a redundant link even at extra cost to back up my network, I can't afford to lose my subscribers' email because a router is down somewhere in their network. this link should be as far away from Paltel as possible. Most  journalist in Gaza if not all have three dial up accounts ( Hally, Palnet, PIS) and some of them have account with Israeli ISPs why ? because when they need to send or receive an email they want it to get to its destination right away regardless of the ISP they are connected to. This is the case for the average user, how about a major ISP that have hosting services email services for very important clients. Speaking for our company we have invested tremendous amounts to have three redundant links to the Internet. In regard to access via Satellite I don't see what is wrong with getting downstream from the states if the up link is Paltel. Access via satellite is gaining ground every where. I know of at least three clients who have up / down Vsat 80 cm dishes and connected to the internet at 400K down / 64K up and they very happy with the service.

Hi Ibrahim,

Thank you for your prompt reply. Following are quick answers to your two
queries:

'Leased/used from PalTel only" means that ISP's who wish to work with,
partner with PalTel should only use PalTel provided facilities. Meaning
Leased lines, dial-up facilities, Internet Access etc. Meaning they should
not use Israeli, or any other Telco facilities. That includes but is not
limited to Internet Access via Satellites.

PalTel does not intend to provide Internet Access Services to End Users of
ISP's that cooperate/ work with/Partner with PalTel. That should and will be
the ISP's business to deal with their End Users. PalTel's Customers shall be
only the ISP's. Internet End Users in turn will deal with their respective
ISP's.

Ibrahim, I really would like to start the process of face to face meetings,
to discuss and dialogue such queries and a myriad of others. Clarify issues,
elaborate on others etc. That will be a lot faster.

I am sure there will be a lot of questions and answers. But we have to
start.

I am therefore suggesting meeting this coming week, the week of August 11th.
Please name the precise date, time and venue.

Alternatively, PalTel will then issue an open invitation to all ISP's to
meet at our premises and dialogue with all those interested in accepting the
invitation.

Look forward to hearing from you soon.

Best Regards,

Abdel Rahman Omar
