RE: PalTel/ISP Draft Working Paper
Please see slightly modified version below.
	Tareq

	Dear Mr. Omar

We welcome receiving a response from you yesterday with regards to
our initiative of May to bring all parties in line concerning Internet
services in Palestine.

We wish to cease the opportunity of your reply as well as the
consequent issues which you have raised over the public discussion forum,
ITSig, to bring forward the following:

1-PITA will positively look at your proposed PalTel Internet policy
in terms of a careful analysis that would provide a constructive critique
taking into consideration generally accepted trade policies and the
interests of the private sector as well as the consumers.

2- It is our belief the publishing letters, which are addressed to
specific individuals and not intended for public debate, in it formalities,
over the public forum of ITSig is not proper. As such, it is to our dismay
that your have published our initiative of May and your late response of
yesterday over ITSig.

3- We would like to ask you to bear in mind the consequences of such
public discussions which PITA as an organization will have no control of.

4-We would like to warn that it is not fruitful to any party to
exploit the inflammatory Internet policy issue in any marketing or public
relations campaign.

	Thanks

	Regards,

	Ibrahim Barham, PITA
	Chairman

	Ibrahim,

Thank you for your correspondence and your kind words.

I included your attached document as a refresher and a recap. Also
to put
	this subject into context.

I attached as per your request a Draft Working Paper outlining the
framework
that I discussed with a number of your colleagues.

I believe we are all in synch and on the same page in terms of our
common
objectives and how to get there.

There remains a few topics that require a dialogue, preferably face
to face,
to iron out the details of our common understandings and basis for
	cooperation. These include:

	- Mechanisms/Processes for tracking our programs, achievements and
targets.
	- Agree on joint Public Awareness, Public Relations and Advertising
	Programs.
	- Incentives/Rewards for the better achievers. Call it Volume
Discounts....etc...together I am sure we can be very creative.

I look forward to the opportunity to having such a dialogue to
finalize
matters to our mutual, and the End User's, benefits.

Ibrahim, please advise your colleagues about this correspondence and
let's
try to expedite events and get the ball rolling. There are many
challenges
and opportunities facing us all that are just waiting to be
addressed.

	My best Regards,

	Abdel Rahman Omar
	PalTel EVP for Tech Affairs.
