Goals and Stategies


The Health Plan has seven different yet related goals and eight different strategies to achieve these goals:

  • The first goal is to form a foundation for an action plan for all the health providers in Palestine.

    The second goal is to reduce health disparities among Palestinians.

    The third goal is to increase and promote a greater access to preventive services for all Palestinians.

    The fourth goal is to encourage cost effectiveness in health care delivery.

    The next goal is to regulate health personnel by sticking to a specific and accepted criteria.

    The sixth goal is to coordinate existing health programs.

    The seventh and final goal is to establish a comprehensive health insurance system.

These goals can be attained by:

  • 1. Integrating national health goals with local health goals.

    2. Focusing on improving health status of the people who live in the health service area.

    3. Using data describing health status to express goals and objectives in ways that permit ecaluation of progress toward achievemnet.

    4. Treating health services as an integrated system and evaluating the impact of proposed changes in any portion of the system on other portions of that system.

    5. Considering the effects of the enviroment and personal behavior on health status.

    6. Setting targets and prioritizing needs in such a manner that they may be used to govern subsequent decisions and actions of health providers.

    7. Influencing national policy.

    8. Considering and influencing the actions of planning agencies and others that have an influencee on the health system of the Palestinian people.
