The Israeli occupation forces have established a series of detention camps in the occupied parts of south lebanon .

Hundreds of Lebanese citizens ranging from old men , women , men and youth are interned for
refusing to comply with the occupants or to collaborate with them . the KHIAM Prison is considered the largest and the worst of these camps which detains about 140 prisoner including the women .

The majority of these detainees originate , from the occupied zone and belong to different social and professional sectors especially school teachers and students. Israeli officiers supervise this location and others , like << CENTER 17 >> IN SAF AL HAWA on the northern of BINT JBEIL and MARJEHYOUN barraks prison and ZAGHLEH in HASBAIA District .

The detainees of these prisons are subjected to the worst forms of physical and psychological torture : electric shocks , continous beating by electric cables , exposure to severe weather conditions , during the summer under the blazing sun , and in winter under the heavy rain , and having their nails pulled out by electricity .

They also suffer sleep depravation , shortage of food and health treatment , which has exposed them to lung discease which led to several death causes among the detainees .

Breaching international laws the israeli occupying forces tranfered tens of detainees to prisons in the occupied Palestine , like << ASKALAN , AL RAMLAH AND SARAFAND >> , and sentenced them to prison terms from ten years to life imprisonment , and these hostages detainees lack the rights provided by the GENEVA agreement of 1949 for civilians , Since the israelis consider their states as administrative detention stripping them of the right for self defense or appointing legal council , even denying them visitation rights by the ICRC which failed tens of attempts to persuade the Israelis to allow their members to visit the detainees in the KHIAM camp among others in the occupied zone , until recently , but family visits by parents of the detaines remain impssible inside the occupied Palestine .

We call upon the Intrnational Commission for the Red Cross and various human rights associations as well as international and Arab official circles to exert pressure on Israel to release the detainees including women , the sick and children upon the implementation of the following :

- To exert pressure on Israel to allow the entrance of an international medical delegation and also a delegation from the international Red Cross in order to examine the detainees and to inspect on the spread diseases such as tuberculosis , heart diseases and dermatological diseases , inside the detention camps due to physical tortures and shortage of food : in addition , to lack of sufficient exposure to sunlight . There are also detainees who sustained injuries without receiving proper treatment namely Suleiman Ramadan , saoud Abou Hadla , Lafi Masri and Hanan Mousa.

- To exert pressure on Israel to allow the Red Cross to see Abdel Karim Obeid and his comrades in captivity , as well Mustafa Al dirani . In order to check on their health and to request their release .

- To implore the ICRC to establish the acceptable mechanism for visiting the Lebanese detainees in Israeli Jails within the occupied Palestine , with the intention of preserving the Lebanese official and puplic position . this is also intended to reject any normalization of relation with the Israeli enemy .

- Concerning the visits of relatives of detainees inside Al - Khyam Detention Center .
Which is supervised by the ICRC and in a bid to make their visits easier , we have recommended the follwing :
A - To extend the period of the visit to an extra thirty minutes.
B - To change the visit on monthly bases .
C - To render the conditions of the relatives visits to the detainees more humane and tolerable; that is to overcome the obstactes preventing the relatives from being closer to the detainees .

- To exert pressure on Israel to release the Lebanese detainees , and to stop adminstrative detention contrary to human rights , and to abrogate this unhuman law against anyone holding anti - Israeli views .

- To exert pressure on Israel to allow setting up of a permanent center for ICRC inside all detention camps particularly inside Al Khyam detention camp in order to supervize on daily basis the general conditions of the detainees .
