"ISRAEL" REFUSES TO END TRUCE PANEL MEETING AND LEBANON THREATENS
TO PROTEST ATTACKS TO SECURITY COUNCIL
(1)
" Lebanon threatened to resort to the UN Security Council after "Israel"
suspended its participation in meetings of the five-nation committee monitoring
a truce agreement in south Lebanon. Beirut accused "Israel" of seeking
to discard the April accord by launching last week's raids on civilian
targets that left eight civilians killed".
"Prime Minister Selim Hoss reaffirmed Lebanon's attachment to the truce
agreement but stressed the country does not refute its right to resort
to the Security Council to denounce "Israeli" aggression and defend its
rights when it is in Lebanon's interest. Hoss said Lebanon does not doubt
for a second that the truce accord was the prime target of last week's
"Israeli" aggression against the country. "Israel's" decision not to participate
in today's monitoring group meeting until Prime Minister-elect Ehud Barak
forms his government, Beirut said, is only evidence of "Israel's" new policy.
The French delegation to the panel today (yesterday) said "Israel" will
not attend the meeting until Barak takes office. Barak has until July 8
to present his government to parliament. The committee -- made up of representatives
of Lebanon, "Israel", Syria, France and the United States -- was due to
meet today (yesterday) to discuss 14 Lebanese and 21 "Israeli" protests
over last week's cross-border attacks and "Israel's" raids on two power
stations and key bridges in the country, that left eight people killed
and 64 wounded. The 1996 accord bans attacks on and from civilian targets,
but permits Lebanese resistance fighters to launch operations against "Israeli"
occupying forces in the south. On Friday, Beirut decided not to protest
officially to the Security Council, but to lodge complaints with the truce
panel. It believes any complaint to the Security Council could annul resolution
425, which calls for an unconditional "Israeli" withdrawal from Lebanon.
Leading experts had rejected the government explanation, urging it to seek
a council meeting. The Security Council last night expressed its concern
over last week's raids, calling on all parties to avoid civilians. The
council also called on "Israel" to respect resolution 425 which calls on
it to unconditionally withdraw from Lebanese territories. Hoss asked the
United States and France, who alternate chairmanship of the truce panel,
to "protect the agreement and prevent "Israel" from halting the accord."
The group should have met yesterday, but "Israel" postponed the meeting,
and reiterated its opposition to the accord. Sources close to the Lebanese
delegate to the panel said "Israel's" row with France over the Lebanon
attacks was behind the Jewish state's decision. The head of the French
Middle East and North Africa foreign ministry desk was snubbed during talks
in "Israel" by outgoing foreign minister Ariel Sharon and by Barak. He
only met with foreign ministry officials. "Israel" rejected France's reaction,
which it described as "one-sided" to "Israeli" raids on Lebanon.
The French official had held talks in Beirut and Damascus, with the
aim of defusing cross-border tension".
Iran offers help to rebuild bridges
(2)
"Iran has offered to provide what assistance it can to help rebuild
the three bridges destroyed in "Israeli" air strikes Thursday night".
"A visiting delegation of technicians and engineers from the countrys transport ministry announced the decision after a meeting with Public Works Minister Najib Mikati in Beirut Tuesday".
"Mohammed Irani, the Iranian Charge dAffaires, refused to disclose a figure for the donation. He said: We are capable of offering what is needed to rebuild the bridges, from beginning to end. But he said the process needed careful study before Iran could decide exactly how much to donate".
"Irani said the engineers would know as soon as we have completed our field study, very soon. On Monday, the delegation drove south to visit the destroyed bridges over the Awali and Litani rivers and the Damour bridge over the coastal road".
SYRIA REAFFIRMS SUPPORT TO Lebanon
(3)
" Official sources in Damascus quoted Foreign Minister Farouk Sharaa
as reaffirming Syria's support to Lebanon in the face of "Israeli" aggressions.
Sharaa was quoted as saying "Israel's" recent attacks on Lebanon aimed
to derail the peace process and separate the Syrian and Lebanese united
tracks in peace talks with "Israel". The official press in Syria accused
"Israel" of provocation following its row with France. Damascus said Paris's
stance over "Israeli" attacks on civilian targets in Lebanon was clear
and realistic. Official dailies said outgoing prime minister Benjamin Netanyahu
and his foreign minister Ariel Sharon cannot hide the truths behind last
week's raids. Newspapers also said Ehud Barak's election provides a new
sense of hope but cautioned it was still too early to judge the new prime
minister's peace policies".
CHINA CALLS ON "ISRAEL" TO RESPECT LEBANESE SOVEREIGNTY
(4)
" China called on "Israel" Tuesday to withdraw its troops from Lebanon
and show respect for Lebanese sovereignty and territorial integrity. ""Israel"
should implement UN Security Council Resolution 425 without preconditions
and withdraw its troops from southern Lebanon, in order to help resolve
remaining issues between the two countries through peaceful negotiation,"
foreign ministry spokeswoman Zhang Qiyue said. China is deeply concerned
with the casualties and heavy loss of property during "Israel's" bombardment
of Beirut, she said. "The Chinese government has always held that the sovereignty
and territorial integrity of Lebanon be respected," Zhang said. Eight people
were killed in devastating "Israeli" raids launched on civilian infrastructure
targets in Lebanon last Thursday, while two "Israelis" were killed in Hizbullah
rocket attacks on northern "Israel" the same day. UN Security Council Resolution
425, adopted in 1978, calls for "Israel" to withdraw "forthwith" from southern
Lebanon".
