A lecture about:
Palestine- The Chronic Issue 11-Aug-1998.
A lot has been said about the Palestinian problem over the past 10 decades, the greater part of which concentrated on three major issues:
1. Future of Jews
and Palestinians.
2. Role of the
neighboring countries.
3. Role of the
conflicting super-powers.
But very few have connected the issue with the fall of the Ottoman Empire which we call the Islamic State, we consider the Palestinian issue has come as a direct result of that catastrophe.
We believe that the Palestinian problem is totally Islamic and unless it is handled by Moslem politicians who apply pure Islamic solutions, it will only become more and more complicated.
When the World War II ended in 1945, the United States said; "the world is now like a share-holding company and the U.S.A. owns the biggest number of shares. Thus, the American word must be respected as it represents the majority of votes." This is exactly what the Americans have been doing since that date as they became No.1 State who can interfere without invitation whether in Palestine or anywhere else in the world.
Immediately after being crowned the leader of the world, the U.S.A. pushed towards issuing a decision by the United Nations with the objective of terminating the existence of the British mandate over Palestine. U.N. General Assembly resolution No.181 was issued in 1947 requesting the immediate removal of the British Mandate, and recommending the establishment of two states in Palestine; one for the Jews and the other for the Arabs i.e.: Palestinians.
In order to understand what happened in those days we need to acquaint ourselves with the major political plans of both the U.S.A. and Britain as regards to Palestine crises, which was later known as the Middle East crisis probably for the sake of unifying their political vocabulary.
First:- The U.S.A. plan basically demands the existence of Israel as a front-line base in the area and cares very much for its stability as a Jewish entity over part of Palestine with clearly identified borders from all directions recognised by the neighbouring states. The main objective of this plan was to keep the magnitude of Israel at its minimum size possible, lest it should compete with U.S.A. on the huge amount of interests in the Middle East and Gulf area, further more, to remain totally dependable upon U.S.A. This task necessitates the existance of a Palestinian entity close to Israel over the remainder of the Palestinian territories to constitute a buffer zone between Israel and Jordan, Iraq and the Gulf States where the oil wells are. On the other hand, Israel has ambitions to open new markets for its products, which will in the long run adversely affect the U.S. exports to these markets.
Having understood this matter, we obtain satisfactory
explanations for the following events: -
1. The pressure put
over Israel by the U.S.A. since early `70s, and the October
1973 War, followed by the hard negotiations with Egypt which led
to Camp-David Accord. The most important achievement was marking
out the borders between Egypt and Israel following the later with
drawl from Sinai.
2. The boiling
situation in South Lebanon, and the constant claim for
unconditional withdrawal of Israel from the Golan Heights.
3. The continuous
pumping in the Palestinian National Authority by the U.S.A. to
grow up quickly and qualify for becoming an independent state,
with holy Jerusalem as its capital.
Thus, the U.S.A. reaches to thorough identification of Israel; North: Lebanon and Syria, South: Egypt, East: the Palestinian state and West: the International waters of the Mediterranean.
Second:- The British plan which was
developed to read as European plan, basically aims at
establishing a big multi-national entity comprising Israelis,
Palestinians and Jordanians under a federal or con-federal state.
Its advantages are:
(1) Serves as a big
lung for all pro-Britain states across the Mediterranean, Iraq
and the other Gulf States.
(2) Ensures the flow
of Gulf oil to Europe through this state in case Hermes straight
is closed by the Americans by their agent Iran.
(3) This big state
makes a natural barrier which keeps the northern part of Islamic
world (Syria and Turkey) isolated from the southern part (Egypt
and North African states), because these two parts once unified
represent a direct threat to Europe as was the case during the
time of Salahuddin and Qutuz.
Important
Joints of the issue:
The first important joint in the Palestinian issue was the U.N. General Assembly resolution No.#181 issued in 1947, which states that Palestine is a place for two people to live separately, each in his own state. That resolution was rejected by Britain through its Arab and Palestinian agents. Therefore, only the Jewish state was established, and the Arab state was deferred until further notice. Britain was able to annex the West Bank to Jordan and Gaza Strip to Egypt. It is worthwhile mentioning that these two governments were then Pro-Britain. The idea behind this annexation was to enable Britain - at a later date - to carry out its plan. But the U.S.A. cuts the road and established the P.L.O. to handle the Palestinian issue under the patronage of Arab League in which the American influence is immense.
The second important joint was the so-called Six-day War in 1967 during which Jordan gave away the West Bank, and Syria gave away the Golan Heights free of any charge to Israel. That dirty conspiracy was carried out by the Pro-Britain regimes in Jordan and Syria to enable Israel to conquer Egypt in Gaza and Sinai. Jamal Abdul Nasser, the ruler of Egypt was their No.1 enemy because he was working with the Americans and he himself was the one who led the revolution to finish the British domination over Egypt in July 1952.
The third important joint was the second Gulf War, which enabled U.S.A to tighten its domination and impose its sole leadership over the whole world.
As for the Middle East in this context U.S.A. called all parties concerned and a number of false witnesses to Madrid in 1991 to attend an International Conference to discuss the M.E. peace process, and, at the same time, to confirm the land-for-peace principle according to Security Council resolutions 242 and 338.
The fourth joint was the Oslo Agreement, which has criss-crossed
U.S. efforts to tackle the peace process. So many of the Israeli
and Palestinian negotiators have frankly said so, namely Hassan
Asfour of the Palestinian side very frankly said that Americans
did not participate in any arrangements pertinent to Oslo
agreement. Richard Merfi the former envoy to M.E. and Assistant
to secretary os state said the U.S. Administration was not aware
of the details of Oslo proceedings, which created a strong shock
to her when it was declared that positive results have been
achieved there. U.S. retaliated severely:
( 1 ) they
froze the Syrian and Lebanon tracks.
( 2 ) they
activated the Hizbullah operations.
( 3 ) they
handicapped the Palestinian track by wasting the time through
prolonged fruitless talks held by their envoys to the region.
( 4 ) they
exercised great pressure on Jordan, Qatar, Oman, Tunisia and
Morocco to play the normalization of their relationships with
Israel at a low key. It is obvious that they responded positively
to this pressure except Jordan. (On the contrary Jordan signed 18
agreements within 12 months).
At this stage I would like to draw your kind attention to a
couple of points:
1. The military
functions and even the martyrdom operations have been executed
just to exercise pressure on one party or the other.
2. Killing of
Rabin, the ascention of Likood to the Office , and the Netinyaho
maneuvers in complicating matters, are not worthy of being
considered important joints. Such behaviours are runts'
futility which soon fades away when the giants show up.
Where
are we now?
As
you are all aware, we still live under the impact of the dying
Oslo Agreement. The main characteristics of this stage are:
1 . Taming the so-called Palestinian militant groups (Islamic
& National) to recognise PLO as the only representative for
the Palestinians, and the National Authority as their real leader.
2 .
Eliminating the Jordanian role in Palestinian affairs, and
- in return - shutting the mouths of some extremist Jews who
speak of Jordan as the alternative homeland for the Palestinians.
3 . Boosting
the military capabilities of Syria and Iran with the objective of
realizing power balance with Israel; the latest of which was
Shihab-3 rocket that can travel 1,300 kms.
4 . Making
Israel understand that the Lebanese resistance is something that
cannot be up-rooted unless there are tangible Israeli
abandonments, such as withdrawal from all occupied Lebanese
territories, and the Golan Heights…
5 .
Recognising the Israeli security requirements by all parties
concerned on the basis of land for peace and not peace for peace.
6 . Forcing
Israel to freeze the settlement activities in the occupied
territories.
7 . Weakening
the Turkish/Israeli/Jordanian pivot, and simultaneously
strengthening the opposite pivot that comprises Egypt, Syria,
Iran and Saudi Arabia.
8 . Cutting
the Iraqi power of mass destruction weapons to less than minimum.
9 . Blackening
the reputation of Israel in the international community,
particularly in the human rights aspect.
10 .
Controlling Israel's ambitions to strike Syria, bearing in mind
that Israel planned more than once to do so, but the Americans
have been able to deter Israel.
11 . The
Americans rejected almost all Netanyaho initiatives which
overtake some stages of the proposed solutions, and they keep
reminding Israel of the refugees, borders and Jerusalem.
Expectations
of Clinton Administration:
The real aims and objectives are not usually advertised. On the
contrary, completely different aims and objectives are spread out
for the sake of camouflage. However, I can say that the
Unites States would like to reach to some sort of agreement that
gives the Palestinians what is near to a state in Gaza and West
Bank. There will be no harm if the Israelis have some concessions
over that entity! If this aim does not materialise during
Netanyaho time, the Clinton Administration will distract the
attention of all concerned towards false political actions and
initiatives - known beforehand that they are fruitless - until
the Americans can do something across the Israeli political
street and affect the public opinion in such a way to bring the
elections date forward, or await until Netanyaho steps down at
the end of their century; in the year 2000. It is most likely
that the Labour Party will take the Office again, and I expect
that Madrid footsteps will be followed. America declared that she
has an initiative to rescue the M.E. peace process on all tracks.
Islamic
view of the issue:
Islam
basically does not recognise any dominance except his own over
any inch of land across the Islamic World. Moreover, Islam urges
moslems very strongly to spread their dominance over the rest of
the world in order to remove the tyranny, idol and apostasy (disbelief)
from every corner in the world. God says:
(It is he who has sent His Messenger with Guidance and the Religion of Truth to proclaim it over All religion, and enough Is God for a Witness).
Also our Prophet Mohammad salla Allahu alayhi wa sallam said: (This religion is going to reach all places reached by the night and the day. All types of houses (stone or leather) shall witness Islam and under any circumstances, Islam shall dominate all over the earth).
These attestations amongst many others denote to one fact which is: ((unless the Palestinian issue is dealt with from Islamic point of view, the matter will be worse and more complicated, the sufferings will remain, and the situation will, no doubt, deteriorate)).
Now, to come quickly to the point, allow me to say that all policies and procedures exercised over the Palestinian problem are inviolable and ill-gotten. Islam, as I understand, forbids any political activities similar to Oslo Agreement or Madrid track or Camp David Accord. Islam also does not recognise the Palestin National Authority, Israel or any of the regimes standing in the Islamic World including the so-called Arab World, because they are all illegal and do not judge by what God has revealed, so they are unbelievers and/or wrong-doers and/or rebels. We ought to renounce and turn down these regimes, and establish our Islamic State; the "Khilafah", with one man on top called "Khalifah" to judge by what God has revealed to his Prophet Mohammad salla Allahu alayhi wa sallam.
Once this State stands on its feet, and the Moslem capablities are put under one leader, the issue of Palestine will appear to be simple, and so is the case with Bosnia, Kosovo, Kashmir and other problem areas in the Islamic world. One real battle in the target direction will be enough to put an end to a lot of chronic diseases and set the records with all enemy states.
