An analysis by Hizb-ut-Tahrir covering the recent explosions in Kenya and the American response.

    On August 7th 1998, two explosions took place, one of which was at the American embassy in Nairobi, the capital of Kenya and the other at the American embassy in Dar-es-Salaam, the capital of Tanzania. On  August 20th 1998, America carried out missile attacks on a pharmaceutical plant in Sudan and on five locations in Afghanistan, and one location in Pakistan near the Afghan border.

   Sandy Berger, the American National Security Advisor, stated that the military plan to strike Afghanistan and Sudan was prepared five days after the attack on the American embassies. The American investigators stated on August 19th 1998, that the investigation regarding the explosions at the two embassies was progressing but had not yet reached a satisfactory result, though Clinton said that the investigation had reached a convincing result.

   This contradiction between the statements of the investigators and Clinton, and the statement of the National Security Advisor that the plan was prepared on August 12th 1998, indicated that Clinton had decided to attack regardless of the investigation and its result. The English newspaper, " The Independent" wrote on August 23rd 1998, that Clinton knew from American intelligence that the Sudanese pharmaceutical plant (Ash-Shifa) was a non-military plant and that it had no relationship with manufacturing chemical weapons, yet he ordered to strike it.

   The legal advisor for the plant (who is of the Sudanese opposition) confirmed that the plant did not deal, in any manner, with matters of chemical weapons. The Jordanian engineers who know that plant well confirm that the plant didn't produce anything except pharmaceutical products. Moreover, the Sudanese government called for a committee of experts from the United Nations to carry out investigations and to confirm to the world the fallacy of Clinton's claims, and that the plant had no trace of chemical weapons or of substances which could be transformed into chemical weapons.

   So why did Clinton order to strike the pant when he knew that it had no relationship with the production of weapons or the production of substances that are used in the manufacture of chemical weapons ? "Al Mushahid ad-Dowliy", on August 23rd 1998, answered this question in saying " The destruction of the plant is payment for the bill of (Monicagate)." Clinton considers that his destiny looks like the destiny of Nixon. His supporters claim that there is a right wing conspiracy which endeavours to remove him from the Presidency. The independent investigator, Starr, chases Clinton relentlessly. He called Monica Lewinsky to testify infront of the grand jury after Clinton presented his testimony. It appears that Starr wants to prove  that Clinton lied in his testimony of August 17th 1998 and he wants to include in his report to the congress enough evidence to remove Clinton from the Presidency. It seems that the removal became a nightmare for Clinton which made him stumble in his actions and decisions.

   In addition to this, American foreign policy has been afflicted with  failure in many regions. In Kosovo, America was unable to use NATO force to strike against the Serbs and to strengthen the KLA because of the stubbornness and unsteadiness of Russian, British, and French positions. In the Middle East, Netanyahu took advantage of the Whitehouse's preoccupation with the Clinton scandal and ordered the building of 200 residential units and 200 tourist units in the Golan Heights. In Iraq, the problem of Saddam's refusal to deal with the inspectors returned, and with it resurfaced America's embarrassment.

   The international struggle over Africa intensified, and the two American embassies in Kenya and Tanzania were bombed.

   These factors drove the Clinton administration to strike Sudan and Afghanistan as a means of restoring pride in front of the American and worldly public opinion after these failures, also as a sort of  propaganda operation in front of the American people to gain their support in his trial to remove the danger of impeachment. Is he going to survive or not? America claims that she is fighting terrorism and calls the world's governments to co-operate with her in fighting terrorism. An international conference was held in Sharm-al Shaikh (Egypt) to fight terrorism. Now there is a call for a new conference to make decisions to fight terrorism. But what is terrorism ? Alex Schmidt, in his book Political Terrorism says " At this moment there are more than 100 definitions used in international circles and this exists even inside the American administration which has undertaken
the leadership of the campaign against terrorism". Isn't the action which America carried out itself terrorism? Rather, the ugliest terrorism, the terrorism of the arrogant state.

   Yesterday America used to support the fight in Afghanistan against the regime supported by the Soviet Union. America did not call that fight terrorism, rather she called it Jihad. While the fight against the Israeli occupation, and the fight against the American occupation of Saudia Arabia, the Gulf and others, she is pleased to call terrorism. Had America, as she claims, been committed to
International Law, she would not have engaged in striking the pharmaceutical plants in Khartoum nor would she have engaged in striking Afghanistan. Rather, she would have brought the case to the   Security Council since she claims to have convincing evidence. The Security council would take the appropriate punitive measures.

   O Muslims ! America deals with the Islamic lands as if they are her own farm. She deals with the rulers of the Muslims as if they are her servants, rather her slaves. She deals with the Islamic peoples as if  they are tools. She exploits them for her service. So she plunders the wealth of the Islamic lands by manipulating Muslims to carry out this plunder for her as Israel manipulates the people of Palestine to build her the settlements in their own land and at the expense of their own rights. This is not the first aggression of America against the Islamic Ummah. Yesterday she hit Iraq and she has laid siege to it . She also hit Libya and laid siege to it. She helped the Jews to steal Palestine and to expel its people and she continues to help them. She occupies Saudia Arabia and imposes upon the Gulf her hegemony so that she plunders the oil and the wealth from their treasures. Look at Saudia Arabia and the gulf countries, how they sink under the burden of debt despite their huge wealth. And all of this is because of the hegemony of America and her allies imposed upon the region of the Islamic world.

   America is a true enemy to the Islamic Ummah. Her allies who share with her in the aggression against the Islamic Ummah or who support her in this aggression like the English and the French and others, are true enemies to the Islamic Ummah. It is incorrect to treat the enemy as a friend. It is only the fool who treats the enemy as a friend. And the result of doing so will be evil. Allah (swt) advised
us by saying "Shaytan is an enemy to you, so you have to take him as an enemy".

   We do not mean that by taking America as an enemy that we bomb the embassies or attack the people. Because Islam orders us to protect the covenant of protection for whoever we gave it to. But when America hits us on our own ground and destroys our factories and homes and kills us without respecting any ties or covenants as if we are insects that have no sanctity or dignity, without any justification, in addition to her previous aggression, what would the world expect of Muslims?
However, we do not call for the Islamic peoples to take revenge from those to whom we gave a covenant of protection in our lands. We rather say the Muslims rulers must treat America and those who supported her as an arrogant enemy, by severing the relationships, closing down the embassies, stopping all trade and all dealings, expelling their citizens, and freezing their assets. More importantly, the Muslim's rulers must abolish any more political treaties and expel all military forces and to close down any military . They must also close their waters, lands and spaces to entry or passage from any of the enemy states. They have also to break off any influence and remove any agent or spy for these states in the Islamic lands. This position is required from every ruler in the Islamic lands, not only from the ruler of the country which was the target of aggression. This is because Muslims are one single Ummah. The Prophet (saw) said " The Muslims are like the body, if one of its members    complained, the other members will respond in sleeplessness and fever". So aggression against any Islamic land is considered as an aggression against all Muslims.

   It may be said that the Muslims rulers will not implement any of  these actions, and the maximum thing they will do is shy condemnation as a means of discharging the anger of their peoples. To that we say, yes, this is what is expected of these rulers. In this situation arises the role of the people, not in exploding the embassies and killing the foreigners, but rather in changing these rulers. For it
   is error and complacency in the obligation to leave in power these puppet, vicious (Fasiq) rulers who govern with Kufr and implement the policies of America or other Kufr countries. Such a ruler, who has in his control the army, the police, and all the forces and institutions and in whose hand lies the implementation of the laws, the funds of the country, who is occupying the seat of power. It is haram to leave in power such a ruler who is spreading corruption in the land, and protecting the influence of the Americans and their allies, and to distract oneself from that by challenging a little of the Kuffar's influence.

   But can the Islamic peoples change their rulers? Yes, definitely. America and its allies will never be able to protect the despicable puppet ruler from his people, particularly when such a ruler is a  coward who protects his own interests and the interests of a foreign country and discards the interests of his people, the pride of his people and his country and the ideology, Islam, of his people.
Yes, now comes the role of the Islamic people. It has been a long time since the Islamic peoples have lost their role . They kept silent about Musatafa Kemal when he destroyed the Khilafah by the
help of the English and the other Kufr states. They kept silent about the colonial states as they ivided the Islamic land into small pieces to make it easy for them to rule according to the principle of
divide and rule. They kept silent about the implementation of Kufr systems upon them instead of the Sharia' of the Qur'an. They kept silent about their insignificant rulers established by the kuffar so
as to be guards for them who protect their interests. They kept silent about their humiliation by the Jews, the Americans, the English, the French and other colonial Kufr states and they kept silent about poverty, deprivation, while they witnesses their huge wealth plundered. We remember in this regard the saying of Muhammad (saw). It is about the gathering of nations around us like those
gathering around a feast. Somebody asked "Is it because we will be few at that time ? " He (saw) said "Rather you will be many at that time but you will be like the foam on the ocean . . .and Allah (swt) will take from the chest of your enemies the fear of you and will hrow in your hearts Al Wahan" Somebody asked "O Messenger of Allah, what is Al Wahan ?" He (saw) said "It is to love the Dunya and to hate the death." Now America doesn't fear us and the Jews ( the most cowardly people) do not fear us, and the rest of the Kuffr countries do not fear us. And we hate the death and we love the dunya despite what it has for us of shame and humiliation.

   But a new dawn is rising over the Islamic Ummah. She has started to quest for the return of Islam as her way of life, so as to come back to her previous might and glory. Her sons have started to work for establishing the Khilafah to restore Islam as a system for life, state and society. Many of her sons are not distracted by the dunya, nor do they hate death nor fear it, rather they seek Shahada.

   O Muslims ! Clinton, the man of scandals, wants to teach us Islam. He says resistance against America is terrorism which Islam rejects. Working towards establishing the Islamic State which governs with the revelation of Allah (swt) is fundamentalism which Islam rejects and the surrender of Palestine and Al-Quds to Jews is tolerance that Islam accepts and submission to America so that she plunders the wealth of the Gulf and Saudia Arabia and control over the sacred places of Muslims is a policy that Islam accepts.

   O Muslims ! America and other Kuffr States forbid the Muslims from possessing Atomic weapon or any weapons of mass destruction. While America and other Kuffr states including Israel are allowed to possess these weapons. Forbidding Muslims from possessing Atomic weapons and weapons of mass destruction is to keep Muslims weak, so that America, Britain, France impose their hegemony upon Muslims and Islamic lands so that Muslims will not be able to establish the
   Khilafah and restore the rule by what Allah (swt) revealed and so that they don't return to their previous might and glory and so that they don't remove America and her allies from the region of the
Islamic world.

   O Muslims ! The world will not recognise you until you become a real power feared by others. And you will not become such a power unless you unite. And you will not unite unless you hold by the rope of Allah (Islam) and establish the Khilafah and implement Islam. "Hold all of you to the rope of Allah and don't separate yourselves".
