| AL-HAQ CALLS ON THE INTERNATIONAL COMMUNITY TO INTERVENE IMMEDIATELY TO GAIN THE RELEASE OF ALL PALESTINIAN PRISONERS HELD IN ISRAELI PRISONS. | ||||

| On 26 July 1998, a few days after his release from an Israeli prison, Mr. Jamal Hassan Ali Al Khamisi, a resident of Al-Maghazi refugee camp in Gaza, passed away. Mr. Khamisi, who suffered from liver cancer, failed to receive adequate medical treatment while he was imprisoned. His death is added to the list of Palestinian casualties that have fallen in Israeli prisons due to the carelessness and neglect of Israeli prison officials in ensuring healthy living conditions and adequate medical treatment for Palestinian prisoners. To date, ten Palestinian prisoners have died as a result of insufficient medical treatment in Israeli prisons since the signing of the Declaration of Principles in Washington on 13 September 1993. | ||||
| Al-Haq holds the Israeli Occupying Authority fully responsible for the death of Mr. Khamisi and those other inmates who have died due to the lack of medical treatment. Al-Haq fears that the substandard living conditions in Israeli prisons will lead to more deaths. | ||||
| Al-Haq condemns the neglect of Israeli prison officials in ensuring care and medical treatment for Palestinian prisoners, and demands that Israel comply with the Fourth Geneva Convention of 1949, especially with reference to Articles 91-92, which emphasize the right to proper health and medical care for prisoners. In addition, al-Haq demands that Israel comply with the Gaza-Jericho Agreement and release all Palestinian prisoners in accordance with the terms of the agreement. | ||||
| Furthermore, al-Haq condemns the continued violations of Palestinian human rights and calls on the High Contracting Parties to the Fourth Geneva Convention to take on their Article 1 responsibility and commitment to ensure respect for the Convention. HCPs must insist that Israel comply with the Convention and cease violating it. | ||||
| Moreover, as the absence of international observance has contributed and encouraged Israel to take the issue of Palestinian human rights very lightly, al-Haq calls on the General Assembly and the Security Council to investigate the living conditions of Palestinian prisoners being held in Israeli prisons and Israeli violations of prisoner rights to sanitary living conditions and the right to receive adequate medical treatment. | ||||
