- For the second
consecutive month, the Israeli Occupying Forces continued its
excessive use of force against Palestinian civilians. To date, al-Haq
documented 139 Palestinian deaths, of which 45 are children, since the
eruption of clashes in the Palestinian Occupied Territories. During
the past four days, 11 Palestinians were killed and more than 500 were
injured. Those killed were:
Jabir al- Misihal,23, from al- Shati refugee camp in Gaza
Bashir Shalwit, 15, from the West Bank city of Qalqilyah
Ahmad Qasim, 28, from Tulkarm
Ghassan ‘Awaysah, 27, from Bietounaya in Ramallah
Shadi al- Shouli, 23, from Asirah al- Shamaleyyeh in Nablus
Fadi Dabayah, 22, Jenin refugee camp, Jinin
Ismat al- Sabir, 35, from Nablus
Samir ‘Liewah, 31, from al-Zaytoun in Gaza
*Bilal Abu Salah, 19, from Ya’bad in Jenin
*Hilal Abu Salah,20, from Ya’bad in Jenin
Husni al- Najjar, 15 from Rafah
*Hilal and Husni Abu Salah are brothers.
During these clashes, Israeli Occupying Forces continued their use of
live ammunition, rubber- coated steel bullets, exploding dum- dum
bullets, heavy machine gunfire and helicopter gunships. At the same
time, the Israeli Occupying Forces have intensified their siege and
aggression on the Palestinian Occupied Territories. Ahmad Abdelqader
Sbietani, 64, from Hebron, died as a result of being delayed at an
Israeli Army checkpoint on his way to Ramallah hospital for urgent
medical treatment. Yesterday, Israeli settlers shot and wounded a
Palestinian guard, Musa Hirzullah, at the Augusta Victoria Hospital in
Jerusalem. Al-Haq considers this a violation of Article 18, 19 and 20
of the Fourth Geneva Conventions of 1949.
Today, Israeli settlers opened fire upon a broken-down,
Palestinian car on the road between Hebron and Halhoul. Iyyad Ayed
Abdiljalil Quqas, 28, from Biet Ummar in Hebron was injured in his
left hand as a result of the gunfire.
Al- Haq views with concern the Israeli aggression against Palestinian
civilians, and urges the following:
1. The United Nations Security Council should take the necessary
measures to pressure the Israeli Government to stop its
excessive use of force and aggression against Palestinian civilians
and send, immediately, an international force to protect
Palestinian civilians.
2. The United Nations Security Council should take actions and form a
tribunal in order to begin the trials of war criminals.
3. The reconvening of the adjourned meeting of July 15, 1999 of all
High Contracting Parties to the Fourth Geneva Convention. High
Contracting Parties are obliged by Article 1 of the Fourth Geneva
Convention “to respect and ensure respect for the present Convention
in all circumstances.” Furthermore Article 146 states that High
Contracting Parties are committed “to enact any legislation
necessary to provide effective penal sanctions for persons committing
or ordering to be committed any of the grave breaches of the
Convention” and “… and shall bring such persons regardless of
their nationality before such courts.”
