On the 22 March 2001, the Israeli authorities issued an administrative detention order against Nasser Abu Khder (40), from Shufat in East Jerusalem. The Israeli police apprehended Khder, as well as his wife, on 21 February 2001, in a raid on the family’s Shufat home. During the raid, all the residents of the apartment bloc were ordered out on to the street, and the police searched the entire building. During the search, Khder and his wife Abir were arrested. Abir Abu Khder was released after a month, and according to her affidavit to Al Haq, she was maltreated while in custody. She reported under going intense interrogation and also stated that she was bound at some point during her detention. Abir, pursuant to her release has been forbidden to enter the West Bank, and the Israeli authorities confiscated her Jordanian passport. The administrative detention order for Nasser Abu Khder was issued one month after his arrest. According to the order, Khder will be held in custody for six months without charge or trial. The reason for Khder’s detention is not clear at this time. According to the Israeli authorities, they have information that Khder is a security threat. The nature of this information and its source has not been furnished for public scrutiny. Al Haq condemns the administrative detention of Nasser Abu Khder. Administrative detention is a procedure that allows the Israeli authorities to hold detainees without charge or trial for an indefinite period of time. The order can be extended, and as a result, there is no certainty about when the detainee will be released. Palestinians that are held in administrative detention are not told the reason for their detention and their lawyers are prohibited from scrutinizing the evidence against their clients. Al-Haq calls upon the international community to demand an end to Israel’s practice of administrative detention, and asks that they pressure the Israeli authorities for the release of Nasser Abu Khder. |
