Both Israel and the Palestinian Authority continue to routinely violate human rights.

Israel arrested 1,200 Palestinians for security offenses last year and issued 270 administrative detention orders, the report said. Of the administrative detainees, 83 were still in jail at the end of the year.

More than 1,500 Palestinians in Israeli prisons were sentenced in trials that did not meet international standards of fairness. Among other problems, confessions obtained under torture were accepted as evidence. Israel's security services use torture systematically in interrogations and the Supreme Court has so far failed to intervene, Amnesty said.

Israeli security forces killed at least 20 Palestinians last year in "suspicious circumstances," which were at best unjustified killings and at worst extrajudicial executions.

At least 40 Lebanese were unjustly imprisoned in Israel as of the end of last year, the report continued, either because they were not released after serving legal prison sentences or because they have never been tried. Another 140 Lebanese, including women and children, were held in the Khiam detention center in South Lebanon.

The Palestinian Authority, meanwhile, arrested at least 450 people for political reasons last year, including prisoners of conscience, the report said. Furthermore, more than 500 people arrested by the PA in previous years remain in detention, despite the fact that they have never been indicted.

The PA security services routinely severely torture prisoners, and three people died in Palestinian jails last year after being tortured.
